In a nutshell: Folks are unhappy with the selection and review process
of patches that go into stable kernels. Various measures were proposed
like adding more tags, including "Fixes:", working more test-based,
reverting broken fixes instead of fixing up on top. The latter was the
least common denominator the community agreed upon for now.
